Ashok Pal Singh, a founding member of India’s ID for a billion project is a strategy and thought leader with a proven record of fostering innovation and reforms in governance using technology and building partnerships.


Digital Public Infrastructure Development:

  • Strategic management of India's ID for a billion project (Aadhaar) - devised strategies to co-opt the political economy, civil society, partner ecosystems, regulators, and user groups to adopt digital ID systems

  • Digital Financial Services- developed Aadhaar/ Unique ID number as a payment address of the individual supported by an API based platform for service providers to deliver innovative financial inclusion solutions for the poor and smart payment systems for the financial services sector. The platform is used by government & corporations for banking, microcredit, insurance, pension, and telecommunications Application Development- evangelized biometric ID applications with the public and private sector for a host of identity verification and cash transfer programs

  • Direct Benefit Transfer program- designed to deliver cash transfers to bank accounts using Digital ID, electronic banking, and mobile telephony

  • Digital utilities- supervised the design and development of electronic KYC, biometric micro-ATMs for interoperable doorstep banking services and the Aadhaar Enabled Payment Services platform

  • Privacy and data protection – Associated with the Report of the Expert Group on Privacy headed by a Judge of the High Court and constituted by the Government of India to evaluate global practices and recommend national privacy principles


Mr Singh has consulted for the World Bank on Digital ID, advises companies in the financial services sector, works for street children, and writes on public policy. Awarded the Chevening Gurukul Scholarship for Leadership and Excellence in 2014, Mr Singh obtained a master's in public administration from the Maxwell School of Citizenship and Public Affairs, Syracuse University, USA, attended a program on Creating Collaborative Solutions in Governance at the Harvard University, USA and is a Masters in History from St. Stephens College, University of Delhi
