Day 2: Morning Session Highlights

Day Two of the Transforming Elections through Biometrics & Technology Workshop shifted from big-picture vision to practical pathways. Sessions built on opening remarks by national leaders and moved into concrete implementation: how PNG can verify and deduplicate the roll using Digital ID, pilot secure voter authentication, and stand up an end-to-end results workflow with strong cyber safeguards. A keynote roadmap from DICT Secretary Steven Matainaho outlined staged steps—establishing trusted Digital ID coverage (80–90%), using it to clean the Common Roll, procuring fit-for-purpose biometric systems (with resilient connectivity), and running test deployments before a national roll-out—under a clear multi-agency governance model (PNGCIR, PNGEC, NICTA, DICT, DJAG, NCSC) to keep policy, privacy and security aligned. International case studies (including Malawi’s experience and technology demonstrations) grounded the discussion in lessons learned and pitfalls to avoid, with an emphasis on building public trust and operational readiness ahead of 2027.
